The Junior Officer of the Year Award is for officers at rank O-4 and below, and the RADM Samuel Lin Award is for those at rank O-5 and above. All nominations must be submitted via the APAOC website at http://www.usphs-apaoc.org by March 2, 2007.

Junior Officers -

I am representing JOAG on the Training and Career Development Working Policy and Design Workgroup. One of the tasks of this workgroup is to develop policy language in support of the Secretary's decision to require a two week Basic Officer Training Course (BOTC) for all new officers at the start of their careers (or within 6 months if a delay is necessary)*.

As part of this task, the workgroup members have been asked to provide a list of subjects that new officers would need to know by the end of a two week Call to Active Duty (CAD) BOTC so that they can successfully begin their careers in the Commissioned Corps.

As junior officers at the beginning of your careers, you probably have insight into what has been important to know or what you wish you knew more about. Therefore, I am soliciting your input on topics for a CAD BOTC to share with this workgroup. Please respond to me with your suggestions at alt5@cdc.gov by COB on Friday, February 2. I apologize for the quick turnaround, but we're meeting weekly and moving forward quickly!

We have been informed by OCCFM that the ASH has disapproved the 6th precept (Isolated Hardship, Hazardous, Hard to Fill). We anticipate that the concept of such a promotion precept will be considered by the Transformation Officers and OCCFM as they look to incentives for filling 3H positions in the near future.
To be clear, the 6th Precept is not approved and is not a part of PY 2007 considerations.

New JOAG Senior Advisor Selection Announced.


The Acting Surgeon General, RADM Kenneth P. Moritsugu, announces the selection of CAPT Dean Coppola to be the new JOAG Senior Advisor, effective September 15, 2006.

Throughout his 17+ year career CAPT Coppola has proven to be a leader, mentor, and a team player on numerous occasions. He has served in many positions that parallel that of this Senior Advisor position such as being the Staffing Officer for the Dental Category in DCP (now OCCO), the SG PAC Representative and Liaison for the Federal Bureau of Prisons (BOP), and served as Chief Dental Officer in several BOP assignments. CAPT Coppola has just been chosen for one of the 12 Transformation Positions, managing officer profiles. This, coupled with his current position as a Senior Policy Analyst for OCCFM, will continue to give him broad visibility of and involvement in the Corps' Transformation.

CAPT Coppola has also been an active participant in readiness activities, including over 18 deployments and has held numerous
leadership roles such as the Commissioned Officers Association National Board Chair, past COA Branch President for both the Miami and DC chapters, and two years as the COA Annual Meeting's Planning Committee Chair. He has also served on a number of committees and subcommittees on the Dental PAC. His passionate commitment to the Corps and its future will no doubt serve JOAG well.

RADM Moritsugu also wishes to thank the present JOAG Senior Advisor, CAPT DW Chen, for his able past stewardship of JOAG. We all wish him well as he continues his ever increasing responsibilities while detailed to DoD.
